A reward (bribe) system is good for getting people to tune in. (e.g. when you have read this, come and whisper the secret word to me for a chocolate fish). I think you might have to "deliver" the vodcast/podcast to the teachers rather than letting them access from a shared folder. Things in shared folders at our school tend to gather digital dust.
